Pope Francis spoke during a visit to an Italian island which is a key destination for tens of thousands of migrants from Africa and the Middle East.
He has called for an end to the worldwide indifference to the plight of refugees.
And he laid a wreath in remembrance of the thousands who've died attempting the crossing.
