In order to control soaring costs for higher education, President Barack Obama announced a new three-pronged approach to lower the costs of college.
His goals include a new rating system of colleges and universities based on the best "bang for the buck" value, incentives for colleges to innovate, and further assistance that give students with debt the chance to repay it.
