Human Rights Watch says militant groups in Syria have been involved in the indiscriminate killing and maiming of civilians in violation of the laws of war.
According to the rights group, some of the bombings and shelling in Damascus and Homs were launched in areas without any government military targets nearby.
It added that some attacks were deliberately intended to terrorize civilians.
The attacks were carried out between January 2012 and April 2014 allegedly to mimic those by government forces.
Human Rights Watch also called on the UN Security Council to refer the situation to the International Criminal Court and impose arms bans on the forces involved.
It added that governments providing military aid to the militants risk complicity in the widespread and systematic abuses.
The US and some of its European allies have officially approved plans to arm the opposition Free Syrian Army, mentioned in the report.
