FBI officials say South Carolina church murderer Dylann Roof was on a federal list of drug users that should have barred him from buying guns.
The law only required a three day waiting period, which was not enough time for the drug background check to go through.

"The South Carolina man charged with fatally gunning down nine people in a black Charleston church should not have been able to buy a gun, the FBI said Friday.
FBI Director James Comey blamed paperwork delays during Dylann Roof’s background check for allowing the 21-year-old to purchase the firearm used to carry out the June 17 attack at the historic Emanuel A.M.E Church.
He said the FBI examiner who was carrying out Roof's background check, per his request to buy a handgun on April 11, never saw Roof's March 1 arrest where he admitted to illegal drug possession."
